Description

When a specific user comes online in #channel sent a notification out either as a trayicon flash / soundbyte or other possibilities.

You can type /notify <nick> to get notification when a user comes online, see more here http://dev.adiirc.com/projects/adiirc/wiki/Notify

This system is not complete though and needs more work.
