For reference, as I've also wrote here,
I've tried the new beta build 2017/10/16, and unfortunately, the issue remains:
the timestamps in the 'Notices' panel are still wrong. (I haven't got any pm so I can't check the 'Private Messages' panel).

Yes you are right, time is still off in some time-zones, fixed for next beta.
