Been awhile it doesn't work for me anymore.
Used to work in older versions.

Seems to work fine, make sure you are using the correct parameters, that the file exists and can be played and that you have not muted AdiIRC in your windows sound mixer.
Also make sure you have "Options -> Sounds -> Enable Sounds" checked and "Options -> Sounds -> Temporary mute sounds" unchecked.
