Decompresses the specified file or binary variable.
_Not compatible with mIRC compressed files_
_Can be used to decompress theme files._
*Parameters*
file|&binvar - File or &binvar to decompress.
blN - b indicates a &binvar is specified. iN = TODO, mN = TODO
