 Sends an emote/action message to nick or channel. 

 Same as [[/me]] but [[/me]] can only sends emote/action to the current window. 

 *Parameters* 

 <nick|#channel> - Nick or #channel to send the message to. message. 
 <message> - The emote/action emote message to send. 

 *Example* 

 <pre> 
 ; Sends 'Hello World' to channel '#test'. 
 /describe #test Hello world 

 ; Sends 'Hello World' to 'Nick'. 
 /describe Nick Hello world
