Description

Hello,

I've tried adding an animated emoticon to test how it is acting, according to the default .GIF test image there is a speed difference, AdiIRC seems doesn't follow the same speed as the default speed that gif has, i tested on browser and it isn't the same.

AdiIRC does it correctly according to the delay set in the gif, browsers seems to use a minimum value, I added one as well.
