 Starts a dcc file transfer or dcc chat request to nick. 

 TODO: get, ignore, nick, passive, reject, trust. 

 *Paramters* 

 <ssend/send/chat> <send/chat> - The dcc action to start. 
 <nick> - The nick to send the dcc action to. 

 *Example*
