Adding a timeout for logging into a server

Description

I use Bitlbee and every so often my BitlBee instance will connect but never begin the logon process. AdiIRC knows it hasn't connected yet as the titlebar shows "Logging on BitlBee - TReKiE".

In the status window you see:
01:23:02 · · Connecting to x.x.x.x(x.x.x.x) port 7532..
00:00:00 · · Day changed to Monday, 17. Oct 2016
(yes it can sit there for days)

and it's not wrong to do so, a check in netstat shows that the connection is ESTABLISHED.

I realize this could be considered not an AdiIRC issue, but my feature suggestion is to see a timeout for logging into a server so that if it hasn't completed the logon process in x number of seconds, it disconnects from the server and tries again.
