Triggers when a user joins a channel.

Parameters
<level> - The level for the event to trigger.
<#|*> - The Matchtarget to listen to.
<commands> - The commands to be performed when the event listener's criteria is met.
Example
on *:JOIN:*:echo -ag $nick joined $chan
