on <level>:SNOTICE:<matchtext>:<commands>
Triggers whenever a server notice message is received.

Parameters
<level> - The level for the event to trigger.
<matchtext> - The Matchtext to listen to.
<commands> - The commands to be performed when the event listener's criteria is met.
Example
on *:SNOTICE:*:echo -ag Notice $1- from $nick
